Ukraine is actively modernizing its border infrastructure with the European Union and Moldova, as land borders have become a crucial element of the country’s economic stability. After russia’s full-scale invasion and the destruction of key transportation routes, such as air connections and port infrastructure, border checkpoints have become the main gateway for goods and passenger flows. To address new challenges, the Ukrainian government has approved the Border Infrastructure Development Strategy until 2030.
Key Objectives of the Strategy
The strategy aims to enhance the efficiency of border checkpoints and improve transport connections with the EU and Moldova by focusing on:
- Increasing border capacity. Expanding and modernizing checkpoints will enable faster processing of growing trade and passenger flows.
- Joint customs and border control. Cooperation with neighboring countries will reduce clearance time and improve convenience for businesses and travelers.
- Digitalization of border procedures. Automation and modern technologies will streamline processes and minimize delays.
- Development of service areas. Rest zones, fueling stations, and food services will enhance the overall travel experience.
Operational Plan and Infrastructure Projects
Ukraine is implementing a comprehensive plan that includes:
- Reconstruction and expansion of border checkpoints. Plans include upgrading 29 existing checkpoints and constructing 17 new ones.
- Railway infrastructure development. Electrification, station modernization, and multimodal terminals will enhance logistics efficiency.
- Joint border control agreements. Ukraine is negotiating with Poland, Slovakia, Hungary, and Romania to introduce unified customs procedures.
- Traffic flow forecasting system. This tool will help distribute transport more efficiently and reduce congestion at border points.
Expected Outcomes
To track progress, the government will monitor key indicators such as:
